Technical Project Management support for local corporate and government contractor initiatives, including system
design, software development plans, and technical government proposals. Interpret statement of work design
requirements and document their technical solutions for government IT and advanced technology proposals.
June 2006 to Present
Card Logistics International Ltd., Hamilton, Bermuda
As Project Manager, researched HIPAA and HITECH privacy/security requirements for advanced Healthcare IT
(e.g. Electronic Health Records) and CRM applications, then co-designed several unique smartcard-based
solutions, including the provision for the secure portable storage of Electronic Health Records. Strategized and
implemented international corporate offices as infrastructure for development of these engineering designs toward
US Patent applications for smartcard technology in healthcare, communications, hospitality, gaming, and
information security. Obtained private equity investment for patent development, which has resulted in the formal
issuance by the USPTO of three significant patents in these industry sectors, with additional valuable patents now
pending. Developed the corporate infrastructure to support licensing and distribution phase of the current and
future patents, as well as relationships with equity groups and international licensing agents. Obtained extensive
experience with Electronic Health Record security and privacy regulations and standards.

Overseas Consultancy and Project Management
During the above time period, held various key positions (at times as Managing Director) with Bermuda-based
firms performing design/build engineering, senior project management, and business technology consulting,
supporting government, large corporate, and institutional facilities for implementation of mission-critical IT and
Telecommunications infrastructure. Achievement details are reviewed herein following all US-based employment.
December 1988 to April 1995
Fairchild Space/Orbital Sciences Corp., (NASA/GSFC), Greenbelt MD, U.S.A.
Program Manager with Fairchild’s Technical Services Division (TSD). While performing as Ground Systems
Software Project Manager, designed innovative and cost-effective Ground and Simulation Systems and Data
Centers for two spacecraft projects. Selected by NASA Goddard Space Flight Center to staff and manage these
multi-year efforts. The software and hardware methodology conceived and implemented by the Project Manager
were duplicated by other spacecraft development efforts. Fairchild was designated as Government Contracting
Office for multiple systems/software acquisitions, under direction/management of the Project Manager as the
Technical Contracting Officer. Multi-year system and software acquisitions were consistently delivered to
specification, on time, and on budget under full government regulations. Project was cited by NASA for
outstanding achievement on three occasions, culminating in formal NASA Group Achievement Award for my team
and NASA Exceptional Contribution Award for the Project Manager in 1995. Systems implemented resulted in
prolonged life for spacecraft exceeding 5 times the engineered expectation. Designed and managed the
successful implementation of an advanced technical document groupware system for the GSFC Optics Branch.
Designed and directed transition of GSFC’s Space Technology Division’s Data Center from a central IT facility to
a distributed computer resource system, minimizing capital expenditures and providing operational continuity.
Diagnosed and implemented key telecommunications infrastructure services for GSFC Mission Operations Data
Centers, improving internal systems communications while minimizing costs. Conceived and implemented the
systems security and unique firewall protection for the Division’s flight code development efforts. Managed the
Fiber Optic/Cat 5 Network implementation for all systems projects. As Project Manager, directed both on-site and
subcontractor support for GSFC, completing over 20 key projects, all rated highly successful by GSFC. Initiated
project design, and successfully managed proposal efforts for the competitive award of GSFC’s EOS-B Flight
Software IV&V Contract. Acting as Computer Systems Manager of Fairchild Space TSD, designed and managed
the upgrade of division’s systems, including implementation of a unique and cost-effective WAN linking GSFC and
several Fairchild Space facilities. Conceived, designed, and managed implementation of relational database for
TSD’s Program Administration Office, improving the financial management of client programs, leading to an
award from NASA/GSFC to Fairchild TSD. Performed the facility planning for establishment of Fairchild’s
Huntsville (NASA) Offices. Recipient of Fairchild’s Outstanding Performance awards in 1993 and 1994.
July 1990 to June 1991
Department of Veterans Affairs, Washington DC, U.S.A.
While employed at Fairchild Space, appointed by Secretary of the Department of Veterans Affairs to serve on the
DVA/ADP Advisory Committee. Committee members reviewed DVA’s Strategic Information Resource
Management Plans, consulted on telecommunications and IT systems policy, and provided advisement on
potential health care benefits from application of current and future information technology. Formally commended
by the DVA Secretary and the Director of Information Resource Management.
November 1988 to January 1989
White House Transition Team, Washington DC, U.S.A.
Appointed Senior Systems Consultant to the President George H.W. Bush White House Transition Team.
Designed, coded, and implemented enhancements to the White House custom database system to improve
capacity for high volume entry and retrieval of prospective Presidential Appointee resumes. Modified the existing
custom communication interface to provide for multiple user data entry. Redesigned and implemented the user
interface to simplify resume inquiry and retrieval methods and maximize performance and response. Trained lead
staff and documented an updated user interface tutorial and trouble resolution guide. Performed requirements
analysis and design for the White House Executive Office systems upgrade. Presented Commendation Letter
from President George H.W. Bush and Vice President Dan Quayle.

As Systems Consultant to Project Director, Performed audit of the 500-member on-site contractor staff and
managers. Proposed management and organizational changes were approved and implemented, benefiting staff
morale and productivity. Directed Prototype Technology Group for evaluation of PC-based products for
Department of Energy (DOE) implementation. Initial study resulted in an immediate substantial savings to
government. Assigned Branch Leadership of a 35-member Desktop Computing Program, providing evaluation,
installation, and support staff for the DOE Data Center and the 3000-unit installed PC base, geographically
dispersed within DOE. Initiated introduction of Executive Information Systems, Desktop Publishing, and other
then-advanced computer software tools. Commended by both client and senior contract management for effective
management and productivity. Departed the DOE position when program was awarded to lowest-price contractor.

As Regional Manager, developed market for advanced office automation products (including touch screen, video
teleconferencing, and executive management functionality) for both US Government and Fortune 500 accounts.
Designed and managed the installation training program for both executive and technical clients. Provided direct
consulting for 'C' level executives in the use of IT Systems to promote management productivity, and assisted in
the design/development of the next generation products. Credited for development of the most successful territory

System and WAN infrastructure for the Bermuda Police Service. Provided technology evaluation research and
support for the Bermuda Government’s Emergency Measures Organization (EMO). Designed, proposed, and
managed implementation of the Bermuda Airport’s advanced Integrated Security and Life Safety Systems
Upgrade. Proposed/designed the Bermuda Airport Operations Data Center Disaster Recovery Facility. Formally
Certified for design and project management of Integrated Building Management Systems using Fiber Optic & Cat
5/6 networks, and delivered commercial and government projects using these IT Infrastructure disciplines.

Independent design consulting for Strategic IT and Telecommunications Enterprise Architecture, including

building’ design for various commercial and institutional
facilities. Created the “Intelligent Islands” concept for
Bermuda’s Tourism and e-Business initiatives, which led to my selection as Keynote Speaker for Bermuda
National Tourism Conference. Selected as the Bermuda Representative for BICSI, and Key Speaker for BICSI

As Consulting Engineer, developed technician staff, corporate resources, and market position to deliver quality IT
network cabling services for the island. Provided development of staff training, designing and implementing formal

Managed Design/Build integrated LAN/WAN Projects for significant island clients, both government and

Proposed, designed, and project-managed the LAN/WAN installation for Enterprise Architecture of the Bermuda
International Airport, including all ISP/OSP fiber optic and Cat 5 cabling infrastructure, network components, and
systems. Selected by the Bermuda Government to develop the technical RFP template for all of their advanced
LAN projects, and provided Government COTR services on request. Under my direction, Saber attained the
position as a leading provider of quality telecommunication network services in Bermuda.

As Senior Account Manager, developed profitable business with key accounts, resulting in majority of revenue for
1996 Fiscal Year. Improved customer service via leadership of firm’s support personnel. As Project Manager,
successfully directed four key concurrent client projects, including the Bank of Bermuda’s Data Center System
Management. As System Analyst, defined client requirements and implemented cost-effective technology
solutions, including groupware, global telecommunications, and data warehousing. Designed and implemented
effective customer services, recruiting personnel as required. Designed and implemented the 'Service Excellence'
Program for 24/7 support of an international banking facility’s Global IT and Telecommunication Systems,
including Disaster Recovery and Business Continuity. Key proposal and implementation effort toward this goal
was design and management for geographic split of Redundant Data Center during 24/7 operations, which was
concluded on schedule without loss of performance to international banking services. In addition to the above,
performed management consulting for development of BSL’s Internet Services Division (IBL), Bermuda's first ISP.
